-Picked up Cornerback Nate Clements after he was released by the 49ers
-Signed 28 year old and former Oakland Raiders Linebacker Thomas Howard
Kept:

- Resigned C Kyle Cook, G Nate Livings, OT Dennis Roland, PR/WR Quan Cosby, QB Jordan Palmer, S Tom Nelson, RB Cedric Peerman, S Gabril Wilson and TE Clark Harris.
Losses:
-Former first round draft pick Jonathon Joseph got picked up by the Texans
-Chad Ochocinco was traded to the Patriots in exchange for a fifth and a sixth round draft picks, in 2008 the Redskins wanted to trade two first round draft picks in exchange for the All Pro wide receiver.
-Carson Palmer retired after the Bengals refused to trade him
-Bengals released for sack phenom DE Antwan Odom after several injury plagued seasons
This has so far been a very disappointing off-season for the Bengals. They lost an elite young corner in Jonathon Joseph, lost star WR Chad Ochocinco, and failed to trade Carson Palmer. They salvaged it a little when they resigned Cedric Benson and picked up corner Nate Clements but overall it has been a disappointing a frusterating off-season for Bengals fans, especially considering they have over 40 million dollars to spend.
